Aviation Advisory Committee

  On June 15, 1965, the Contra Costa County Board of Supervisors authorized the creation of the Aviation Liaison Committee.  That Committee "…was established to advise and counsel the Board of Supervisors on aviation matters including the operation of Buchanan Field, and to provide a forum for the discussion of aviation situations."  The Aviation Liaison Committee had its first bylaws approved by the Board of Supervisors on March 14, 1972.  The committee consisted of ten members with each of the five Board of Supervisors appointing two.
On February 15, 1977, the County's Internal Operations Committee recommended, and the Board of Supervisors approved, that the Aviation Liaison Committee be reconstituted as the Aviation Advisory Committee (AAC).  The most significant change during this reconstitution was the make-up of the membership.  The Board of Supervisors appointed only one member each.  The remaining members were recommended by other entities.
On June 11, 2003, the Board of Supervisors again, at the recommendation of the County's Internal Operations Committee, amended the bylaws of the AAC.  Changes were made to both the membership make-up and the committee's purpose and objectives.  The current membership is eleven (11) with the requirement that one member also be a member of the Airport Land Use Commission.  The AAC membership is as follows:
· One member appointed by each of the five (5) supervisors;
District I - (vacant)
District II - (Russell Roe, Chair)
District III - (vacant)
District IV - (John Stucke)
District V - (vacant)

· One member from and nominated by the City of Concord -
(Patricia Howlett, Vice-Chair)
· One member from and nominated by the City of Pleasant Hill -  (David Freet)
· One member from and nominated by Diablo Valley College -
(Janet Kaiser)
· One member from and nominated by the Fixed Base Operators Association -  (Pradeep Panikar)
· Two members at large to represent the general public -
(1.  Philip Day, Secretary)
(2.  vacant )

The AAC's purpose, objectives and mission have remained relatively constant over the years.  The current bylaws ask that the AAC provide advice and recommendations to the Board of Supervisors on aviation issues related to economic viability and security of airports in Contra Costa County.  They may initiate discussions, observations, or investigations, in order to make recommendations to the Board.  The AAC "...advances and promotes the interests of aviation and protects the general welfare of the people living and working near the airports and the County in general."  The AAC has recently made a strong push to try to bring pilots, businesses and the community together.  In the past, the feeling by many of the community members was that the AAC was biased in favor of pilots and airport businesses.   However, the AAC has been moving towards focusing on the greater needs of
ALL stakeholders.  This is a very good thing!
