Byron Master Plan is Up and Running--We Need Your Input!

Contra Costa County Airports Division initiated work on the Byron Airport Master Plan last November. Data collection on facility inventory, activity forecasts, and facility requirements have been under way for the past four months.  After presentation of project information and findings to a Steering Committee on January 26, 2004, then to the community at a public workshop on January 29, 2004, the time has come to bring the community together again to provide an update, answer questions and solicit input.
The Contra Costa County Airports Division would like to thank everyone who attended the first public workshop.  On March 24, 2004, the Contra Costa County Airports Division will host a second of three public workshops regarding the Byron Airport Master Plan.  The workshop will be held at Excelsior School in the Multi-Purpose Room (located at 14301 Byron Highway, Byron) and will be open to the public from 5:00 p.m. to 7:00 p.m.  The public is encouraged to drop by anytime. This workshop will keep the Byron and surrounding community apprised of

the Byron Airport Master Plan objectives and the work achieved to date. The goal of the workshop is to solicit public input on specific issues including environmental and land-use planning, utilities planning and the proposed business plan for Byron Airport.
The Byron Airport Master Plan project team is committed to keeping the public  citizen informed on study progress and obtaining public input.  County staff and project team members will be present to provide updated information, to answer questions and to solicit observer comments.
The County will meet with the Steering Committee in March and for a final meeting in May, and with the community at a final public workshop anticipated to take place in June. The Byron Airport Master Plan will then go before the Board of Supervisors in late June, 2004.

Ground Marker Testing at Buchanan Field Interrupted

The Surface Technology Assessment Team of the Federal Aviation Administration's (FAA) has announced a delay in the testing of the Ground Marker prototype system at Buchanan Field Airport.  Results obtained during the initial testing period indicated a need for system design improvements. 
Ground Marker, a research and development program aimed at reducing runway incursions, was installed at Buchanan Field in September 2003 and activated the following month. That emerging technology informs pilots of their location on the airport surface by sending a voice message to pilots over the 75MHz marker

beacon frequency.
The system was taken out of service in December 2003. However, the FAA is committed to runway safety and will continue to evaluate this promising new technology with the help of Buchanan Field Airport and its users. Plans are under way to reactivate Ground Marker in May, 2004, at which time pilots will be encouraged to participate in the formal operational evaluation.
